This building features a grand Beaux-Arts composition with a prominent central portico supported by Corinthian columns, richly ornamented stone facades with relief sculptures, and a large oxidized copper dome crowning the structure. The symmetrical massing, rusticated base, and classical decorative elements are characteristic of Western academic architecture as adopted in Meiji-era Japan. The bronze lion sculptures flanking the entrance stairway and the verdigris dome finials add further monumental grandeur typical of late 19th to early 20th century institutional architecture.
