The building features a striking fusion of a Western modernist granite-clad base with traditional Chinese palatial elements, including a prominent circular pavilion roof with glazed yellow ceramic tiles and a decorative finial atop the central tower. Bold red columns frame the entrance facade beneath an elaborate bracketed cornice with painted dougong detailing and a sweeping upturned eave. A formal reflecting pond with scholar's rocks anchors the symmetrical forecourt, reinforcing the classical Chinese compositional hierarchy.
